Stuff (it’s hard to stuff, I know. It’s hard to stuff and no one understands) and sew onto hat. You don’t have to get the stuffing up into the tip. It is pretty much impossible. Sorry.

When you skip all those stitches, you aren't actually making the piece narrower. You're just making a sort of half shell shape like a penne noodle. When you crochet around the stitch numbers are the same.
